Is the 17c formula a fair way to calculate diminished value?

No. The 17c formula was designed by State Farm in the late 1990s to limit payouts. It caps diminished value at 10% of vehicle value before applying additional condition and damage reductions, which almost always produces a number far below true market loss. Independent market-based appraisal — analyzing actual comparable sales of repaired vs. clean-history vehicles — is the accepted methodology in court.
